Webcam Software to upload image ?

Hi, i have googled for software to use to upload webcam cctv pics to a webpage so that i can monitor my home from away, but i cannot find anything which fits the bill. Just wondered if you guys could help ?

I did get my hands on software which uploaded my webcam snapshot to http://192.150.etc etc, and it looked promising on another PC on the SAME wireless network, however it would not work on a laptop when i was using a 3G modem out and about. It just said "Unable to display webpage" !

Basically, what i need is:
1) Preferably free software
2) Must be able to upload a webcam image every x seconds to a web server/page, so that i can see the cctv image on a laptop when out and about, (i don't have an ftp site, or even understand ftp, so preferably wanted to steer clear of ftp, unless i can get an ftp site free !)
3) Preferably to be able to record, say 320x240 at 30fps to DiVX or other compression standard, because at the moment it records in AVI, and the file sizes are MASSIVE !!!!.
4) For it to actually work, unlike the handful of other ones i've tried !
